The majority leaders' roundtable group on affordable housing must convene a working group to assess sewage disposal regulations, including nitrogen discharge limits, and their impact on housing development, public health, and the environment

Working group membership includes the Commissioners of Public Health, Energy and Environmental Protection, and Housing, plus representatives from residential construction, municipal planners, municipal health directors, septic system installers, and professional engineers/soil scientists

Working group must submit recommendations to the Commissioner of Public Health and relevant legislative committees by February 1, 2026

Extends the deadline from July 1, 2025 to July 1, 2026 for the DEEP commissioner to post notice of intent to amend regulations defining categories of small community sewerage systems and household/small commercial subsurface sewage disposal systems

Regulations effective on or after July 1, 2026 will apply to systems with capacity of 10,000 gallons per day or less, while current regulations continue to apply to systems of 7,500 gallons per day or less
