Authorizes the Commissioner to implement interim policies and procedures for regulating cross connections between water supplies while formal regulations are being adopted, provided they are posted on the eRegulations System first

Expands the list of entities that can receive confidential well water quality test results to include the Department of Energy and Environmental Protection (DEEP)

Maintains existing requirements for laboratories to report private well and semipublic well water quality test results to local health authorities and the Department of Public Health within 30 days of test completion

Preserves confidentiality protections for well water test results while allowing disclosure to property owners, prospective buyers with signed contracts, and entities with statutory responsibilities
