Expands the Juvenile Justice Policy and Oversight Committee membership to include the Commissioners of Housing and Emergency Services and Public Protection, and shifts appointment authority for youth members with lived experience to a community expertise subcommittee

Establishes a state advisory council (15-33 members) within the committee to comply with the federal Juvenile Justice and Delinquency Prevention Act, with at least one-fifth of appointed members under age 24 and three-year terms

Requires the Department of Education to report annually starting February 1, 2026 on attendance review teams in districts with chronic absenteeism rates of 10% or higher, including effective practices to reduce absenteeism

Mandates municipalities operating juvenile review boards or youth diversion programs to annually report diversion data and outcomes to legislative committees and the Office of the Chief State's Attorney

Requires development of a statewide uniform youth diversion policy and police training curriculum by February 1, 2026, and mandates annual reports from the Department of Children and Families on trauma-informed treatment implementation and from OPM on juvenile reentry success plans
