Establishes a working group to study whether adjustments should be made to amounts deposit initiators may retain from beverage container deposits, including examining actual redemption rates across the state and the impact of the ten-cent refund value increase

Working group membership includes Commissioners of Energy and Environmental Protection and Revenue Services, legislative committee leaders, and industry/municipal representatives from deposit initiators, redemption centers, waste management facilities, and public health agencies

Working group must hold its first meeting within 60 days of the bill's passage and submit findings and recommendations to the General Assembly by January 1, 2026

Reduces the fee on cannabis-infused beverage containers from $1.00 to $0.05 per container, effective October 1, 2025

Fee revenue from infused beverage container sales is deposited in the consumer protection enforcement account for public health and safety, consumer education, and cannabis/liquor law compliance
