Establishes a working group to study funding mechanisms for a universal free school meals program that would provide free breakfasts and lunches to all public school students in Connecticut

Working group must examine projected funding requirements, potential funding sources including dedicated taxes or fees, program parameters, and fund disbursement procedures

Membership includes chairpersons of joint standing committees on finance/revenue/bonding, education, children, and public health, plus representatives from public schools, boards of education, and public health/nutrition experts

First meeting must be held within 60 days of the act's passage, with administrative support provided by the finance, revenue and bonding committee staff

Report with findings and recommendations due to the General Assembly by January 1, 2026, at which point the working group terminates
