Expands the definition of "cigarette" to include any nicotine-containing product intended to be burned or heated, including rolls, sticks, or capsules of tobacco regardless of shape or size, effective July 1, 2025

Prohibits shipping electronic nicotine delivery systems (ENDS) and vapor products directly to Connecticut consumers, allowing shipments only to registered dealers, manufacturers, or government officials acting in official capacity

Establishes civil penalties of up to $10,000 per violation for illegal shipping of ENDS/vapor products, with criminal penalties of class B misdemeanor for first offense and class A misdemeanor for subsequent offenses

Increases fines for selling ENDS or vapor products to persons under 21 to a flat $1,000 per offense, eliminating the previous tiered penalty structure of $300-$1,000

Requires sellers to request ID (driver's license, passport, or identity card) from all purchasers of ENDS/vapor products to verify age 21 or older, and authorizes the Commissioner of Consumer Protection to suspend or revoke dealer registrations for violations
