City of Danbury must use the property for municipal purposes only; the land reverts to the state if the city fails to use it for municipal purposes, sells it, or leases any portion

State Treasurer shall execute all necessary deeds, while the Commissioner of Administrative Services handles all other conveyance responsibilities
