Amends restrictions on approximately 45 acres of state land (Southbury Training School Personnel Village) previously conveyed to the Town of Southbury, expanding allowable transfers from nonprofit senior housing organizations to any third party for housing purposes.

Requires at least 30% of housing units constructed on the parcel to be affordable to households earning 80% or less of area or state median income, with affordability covenants lasting at least 40 years.

Permits the town to sell, transfer, or lease the parcel to third parties for housing purposes without triggering reversion to the state, provided affordable housing requirements are met.

Requires any funds the town receives from sale or lease of the parcel to be deposited in a trust fund dedicated to infrastructure costs supporting the affordable housing.

Mandates construction must commence within four years of conveyance or the parcel reverts to the state, unless the Commissioner of Administrative Services grants an extension.
