Commissioner of Administrative Services shall convey approximately 1.98 acres at 20 Route 117 (former Norwich State Hospital site) from the Department of Mental Health and Addiction Services to the Town of Preston for administrative costs only

Town of Preston must use the land and improvements exclusively for open space, recreational, or farmers' market purposes

Property automatically reverts to the state if Preston fails to use it for approved purposes, sells any portion, or leases any part of the parcel

State Properties Review Board must complete review within 30 days of receiving the proposed agreement from the Department of Administrative Services

Conveyance is effective upon passage and requires State Treasurer to execute deed with reversionary provisions included
