Transfers $500 million from previously appropriated funds to the Budget Reserve Fund once the fund reaches 18% of net General Fund appropriations for FY 2026, temporarily halting further transfers until the fund falls below that threshold

Appropriates $500 million from the Budget Reserve Fund to the Office of Policy and Management to address federal funding reductions in WIC, SNAP, LIHEAP, health care, school meals, child care assistance, and housing assistance

Requires any unspent funds from the appropriation to be returned to the Budget Reserve Fund and lapse on February 4, 2026

Directs that Budget Reserve Fund amounts exceeding 18% of FY 2027 appropriations as of June 30, 2026 be transferred to pay down unfunded pension liabilities for state employees or teachers

Requires the OPM Secretary to notify legislative leaders of expenditures or transfers, which can be disapproved by majority vote within 24 hours
