Connecticut General Assembly applies to Congress under Article V of the U.S. Constitution to call a convention of states limited to proposing constitutional amendments on three topics: fiscal restraints on the federal government, limits on federal power and jurisdiction, and term limits for federal officials and members of Congress

Secretary of the State must transmit copies of the application to U.S. Senate leadership, U.S. House leadership, Connecticut's congressional delegation, and presiding officers of all state legislatures requesting cooperation

Application remains in effect as a continuing application until at least two-thirds of state legislatures (34 states) submit applications on the same subject, which would trigger Congress to call the convention
