Amends the Roberta B. Willis Scholarship program to replace "family contribution" terminology with "student aid index" for determining financial aid eligibility, effective July 1, 2025

Sets the need-based grant for full-time students at a fixed $4,500 (changed from "up to" that amount), with part-time students receiving prorated amounts of 75% for 9-11 credits or 50% for 6-8 credits

Requires institutions to return unobligated scholarship funds by April 1st (moved from May 1st) for reallocation in the next fiscal year

Removes transitional provisions from the 2024 academic year that allowed flexibility when the U.S. Department of Education revised student qualifications

Adds a requirement for the Office of Higher Education to notify institutions by November 1st annually of their allocated fund amounts for eligible student awards
