Adds a nonvoting local representative to the Connecticut Siting Council for facility siting proceedings, appointed by the chief elected official of the municipality where the proposed facility would be located

When a facility spans two or more municipalities, the local representative will be appointed by the applicable regional council of governments for the affected municipalities

Local representatives must be electors of the host municipality and must follow all confidentiality rules applicable to council proceedings

Effective date is October 1, 2025
