Prohibits incineration of treated or untreated hospital, medical, or infectious waste without a permit from the Department of Energy and Environmental Protection meeting federal emission standards under 40 CFR 60, Subpart Ec, Table 1B

Eliminates federal exemptions contained in 40 CFR 60.50c(c) through 60.50c(f) for medical waste incinerators operating in the state

Requires any more stringent state or federal standards adopted in the future to automatically apply to affected incineration facilities

Mandates facilities combusting medical waste install continuous emissions monitors for mercury and hydrochloric acid within 180 days, plus continuous sampling for dioxins and furans with back-to-back monthly samples

Requires facility owners/operators to post all emissions monitoring and sampling data on a public website
