Establishes a working group to study methods for prohibiting nonprofit organizations receiving direct or indirect state funding from supporting or opposing candidates, political parties, political ideologies, or engaging in partisan campaign activities

Working group will develop potential penalties for violations, including criminal liability and reduction or elimination of state funding

Study will examine processes for reviewing claims of prohibited activity, including whether nonprofits should be required to prove no state funds were used for political purposes

Working group members include chairpersons and ranking members of the General Assembly's elections committee, plus additional relevant individuals they select

First meeting required within 60 days of passage; final report due to the elections committee by January 1, 2026, at which point the working group terminates
