Restores eligibility requirements for nonjudicial handling of juvenile delinquency complaints to standards that existed prior to a 2023 Judicial Branch Rules Committee change

Makes juveniles ineligible for nonjudicial adjudication if alleged conduct involves serious juvenile offenses, felonies, motor vehicle theft, drug sales/possession with intent to sell, or firearm use/possession

Bars nonjudicial handling for juveniles previously adjudicated delinquent or who admitted to delinquency at least twice before

Excludes juveniles who allegedly committed misconduct while on probation or under judicial supervision

Allows judicial authority to waive these eligibility restrictions in individual cases
