Increases Medicaid reimbursement rates to 100% of corresponding Medicare rates for covered inpatient and outpatient services, including physicians, dentists, hospitals, health care facilities, emergency medical transportation providers, and pharmacies

Requires annual rate increases tied to inflation as measured by the Consumer Price Index

Mandates amendment of the Medicaid state plan as necessary to implement the rate increases

Requires rate reviews at least every four years, or more frequently as determined by the Department of Social Services or legislature

Department of Social Services must submit rate review findings to the General Assembly committees on appropriations and human services
