Amends Title 8 of Connecticut general statutes to establish a right to housing policy with five components: protection from housing loss, safe housing meeting basic needs, affordable housing, rehousing assistance for homeless persons and households, and evaluation of special circumstances

Creates a right to housing committee to review existing and proposed housing policies

Committee would oversee the right to housing policy and monitor the needs of vulnerable populations regarding access to permanent housing
