Creates a multidisciplinary advisory committee to provide recommendations on the pilot program

Requires development and implementation of a public awareness and education campaign about the benefits of overdose prevention centers

Directs the Department of Public Health to establish licensure requirements for overdose prevention centers

Requires the Department of Mental Health and Addiction Services to develop operational guidelines covering staffing, safety, and service provision standards
