Sets coverage targets of 90% of eligible households receiving affordable service by January 1, 2026, and 95% by January 1, 2029, with required annual public meetings and reporting to track progress

Requires providers to establish dedicated phone lines for sign-up assistance and advertise availability in multiple languages beginning October 1, 2025
