Updates criminal statutes to apply to conduct against minors and explicitly include buyer conduct in sex trafficking offenses

Requires child welfare and juvenile justice agencies to conduct trauma-informed commercial sexual exploitation screenings for at-risk children and provide specialized services for identified victims

Allows child sex trafficking victims to obtain protective orders against their exploiters and testify by alternative methods regardless of age (amending section 54-86g)

Provides victims with a dedicated child sex trafficking-specific caseworker, with communications between victim and caseworker protected as privileged

Mandates statewide training for child welfare and juvenile justice agencies on identifying and responding to child sex trafficking, and requires development of policy guidance for foreign national child victims
