Mandates establishment of the "Learn Here, Live Here" program by October 1, 2025, changing it from optional to required, providing first-time homebuyer incentives for Connecticut graduates

Eligible participants include graduates (on or after January 1, 2026) of Connecticut high schools, public or private colleges/universities, technical education schools, and health care training schools with annual income not exceeding $75,000

Allows participants to have up to $2,500 annually in state income tax liability segregated into a first-time homebuyers account for up to 10 years after graduation

Increases the annual program cap from $1 million to $5 million across all participants

Requires participants who leave Connecticut within 5 years of receiving payment to repay a sliding percentage (100% if within 1 year, decreasing to 20% at year 5, with no obligation after 5 years)
