Excludes persons who simply pay licensing fees to a state agency for a license required to conduct business in Connecticut from the definitions of "state contractor," "prospective state contractor," and "subcontractor" under campaign finance laws

Amends Section 9-612 of the general statutes, which restricts campaign contributions and solicitations by state contractors and their principals to candidates for statewide office and General Assembly

Current law already excludes municipalities, political subdivisions, and state/quasi-public agency employees from these contractor definitions

Effective date is October 1, 2025
