State Elections Enforcement Commission must provide candidate committee treasurers a list of contributions not deemed qualifying when reviewing Citizens' Election Fund grant applications

Commission must explain why each contribution failed to qualify as a qualifying contribution

Campaign treasurers must be given the opportunity to cure defects in contributions so they can be accepted toward the grant application

Alternatively, treasurers may refund non-qualifying contributions to the original contributors

Amends chapter 157 of the general statutes governing the Citizens' Election Program
