Establishes a loan forgiveness program providing up to $50,000 for graduate school loans for health care professionals who obtain Department of Public Health licensure and commit to working in Connecticut

Requires loan forgiveness recipients to work a minimum of 4 years full-time or 8 years part-time in rural or underserved areas, or in health care fields experiencing workforce shortages

Creates a tuition payment program covering up to full tuition costs for students enrolled in graduate degree or certificate programs in health care-related fields

Tuition program participants must commit to the same work requirements: 4 years full-time or 8 years part-time in underserved areas or shortage fields

Participants in either program cannot simultaneously receive benefits from other state or federal loan forgiveness or reimbursement programs
