Amends Connecticut General Statutes Section 22a-352 to require the Water Planning Council to consider and address climate change impacts on water resource availability and abundance when developing the state water plan

Changes the Water Planning Council's authority from permissive ("may") to mandatory ("shall") for submitting revised state water plans to address climate change to the General Assembly

Requires the state water plan to recommend steps to increase climate resiliency of existing water resources and infrastructure

Mandates the plan include strategies to address climate resiliency, including impacts of extreme weather events on water resources

Takes effect upon passage and applies to the existing state water plan framework originally due July 1, 2017
