Amends Section 52-195 to require plaintiffs to pay all reasonable attorney's fees incurred by the defendant or defendant's insurer if an offer of compromise is filed within 18 months after the return date and the plaintiff fails to recover more than the offered amount

Requires plaintiffs who reject a defendant's offer of compromise to provide a sufficient bond or enter into a recognizance with a financially responsible person to cover all litigation costs

Aims to promote efficient litigation, reduce frivolous lawsuits, and encourage settlement of disputes through clearly defined cost responsibilities
