Expands emergency Medicaid coverage effective July 1, 2025 to include high-risk pregnancy, Type 1 diabetes in persons under 21, diabetic ketoacidosis, renal failure requiring dialysis, labor and delivery, active cancer treatment, ventilator dependency, and acute psychiatric treatment

Covers bone fractures of the skull, arm, neck, leg, spine, or pelvis occurring within two months prior to requesting coverage

Covers hypertensive emergencies with systolic blood pressure ≥180 or diastolic ≥120 with signs of end organ damage, and unstable seizure disorders involving 5+ minutes of uncontrollable seizures or multiple seizures without regaining consciousness

Requires the Commissioner of Social Services to establish by July 1, 2026 an administrative system for advance applications for emergency Medicaid coverage for conditions treatable in outpatient settings

Mandates the Department of Social Services website include a prominent link to the application and list of covered conditions, with information also incorporated into department forms and policy manuals
