Group practices notifying the Attorney General of material business or corporate structure changes must also submit acquisition/merger information to the Commissioner of Health Strategy, including mergers with hospitals, private equity companies, insurers, corporations, or other group practices.

Repeals the existing presumption in favor of approving certificate of need applications for large group practice ownership transfers when the offer resulted from a request for proposal or voluntary sale offer.

Requires the Health Care Cabinet to examine methods for increasing oversight of group practice acquisitions and mergers and develop legislative recommendations.

Stated purpose is to promote health care industry competition and improve health care quality in the state.
