Amends the definition of "equalized net grand list" in Connecticut General Statutes section 10-262f to modify how education cost-sharing (ECS) grants are calculated

Reduces a town's equalized net grand list number when calculating equalization aid grants under section 10-262h if the town meets specific criteria

Qualifying towns must rank in the highest 65th percentile among all Connecticut towns for equalized net grand list (property wealth)

Qualifying towns must also rank in the lowest 80th percentile among all Connecticut towns for median household income

Targets towns with relatively high property values but lower household incomes, increasing their state education aid by lowering their calculated wealth measure
