Department of Housing would administer a new grant program for landlords to create affordable housing units

Grants capped at $50,000 per dwelling unit for three eligible purposes: repairs to vacant properties, additions to existing properties, or construction of accessory dwelling units on owner-occupied properties

Dwelling units receiving grant funding must be used for affordable housing for a 5 or 10-year period following completion

Amends Title 8 of the Connecticut General Statutes to establish the program
