Commission will assess assistance needs for town clerks and registrars of voters to administer elections with increased participation rates

Creates a pilot program authorizing municipalities to amend their voting ordinances and procedures to achieve greater voter participation

State would provide monetary incentives or resources to participating municipalities in the pilot program
