Registrars of voters are prohibited from appointing as moderator any person convicted of, or who pled guilty or nolo contendere to, a felony involving fraud, forgery, larceny, embezzlement, or bribery

Persons convicted of any criminal offense under Connecticut's election laws (Title 9) are also disqualified from serving as moderator

The disqualification applies both to replacement moderators appointed when vacancies occur and to initial moderator appointments for voting districts

New moderators must attend instructional and certification sessions, or receive instruction directly from the registrars if all sessions have already been conducted
