Commissioner of Economic and Community Development must establish a pilot program by January 1, 2026 to provide grants, loans, or other financial assistance for establishing or expanding community makerspaces

Total program funding capped at $5 million, with individual entities limited to $250,000 per fiscal year; funds may cover planning, operations, and capital costs but not personnel expenses

Makerspaces defined as community spaces providing access to tools, technology, or educational materials for entrepreneurs that support prototyping, workforce training, and early-stage business development

Recipients must report on makerspace progress within two years of receiving assistance; Commissioner must submit annual program evaluation reports to the commerce committee starting January 1, 2027

Allocates $1 million from existing bond proceeds for the program, with up to 10% available for administrative costs
