Requires the distribution formula for the $7 million Regional Planning Incentive Account to be reviewed and updated annually, rather than every five years as under current law

Adds a consumer price index adjustment to per capita payments, allowing increases based on CPI for all urban consumers from the preceding 12-month period

Maintains the existing two-part funding structure: a base payment amount plus a per capita payment based on federal decennial census population data for each regional council of governments

Effective July 1, 2025, amending section 4-66k(d) of the general statutes
