Reduces the Public Utilities Regulatory Authority (PURA) from five utility commissioners to three, effective October 1, 2025

Changes the political party limitation so that no more than two commissioners (previously three) may be members of the same political party

Allows the chairperson to assign matters to one or more commissioners instead of requiring a three-member panel, with unanimous decisions becoming the authority's decision and non-unanimous matters requiring majority vote of all commissioners

Maintains existing requirements that commissioners serve four-year terms, be appointed by the Governor with General Assembly confirmation, and have education/training plus three or more years of experience in specified fields including economics, engineering, law, or utility regulation

Retains ethics restrictions including the one-year post-employment ban on working for public service companies, telecommunications providers, electric suppliers, or related lobbying entities
