Creates a Climate Change Superfund by recovering damages from companies that significantly contributed to greenhouse gas buildup in the atmosphere

Recovered funds would be used to pay for climate change mitigation, resilience, and adaptation efforts throughout Connecticut

Requires that 40% of all recovered funding be directed to environmental justice communities
