Amends children's welfare statutes to update terminology from "parents" to "parent or guardian" throughout provisions governing child commitment, placement, and protective supervision proceedings, effective July 1, 2025.

Requires the council overseeing Department of Children and Families institutions to meet quarterly, maintain public meeting locations, and post agendas and minutes online while protecting individual privacy rights.

Authorizes the commissioner to grant case-by-case waivers from foster care regulations (including bedroom requirements) for children placed with relative or fictive kin caregivers, provided safety-related standards are not waived.

Mandates written notification to attorneys and guardians ad litem of any placement changes within 10 business days for non-emergencies or 2 business days for emergencies, including hospitalizations or when a child absconds.

Requires DCF to file court information during protective supervision reviews including the child's medical/developmental needs, new abuse reports, pending criminal charges against parents/guardians, and developmental screening results for children under age three.
