Department of Social Services must submit a report by January 1, 2026 to legislative committees on children, human services, and appropriations detailing all programs serving children and families where eligibility is based on income relative to federal poverty level

Department of Developmental Services must submit a similar report by January 1, 2026 to committees on children, public health, and appropriations

Reports must include current total administration costs for each program and projected costs if eligibility expanded to include families earning above the federal poverty level but below the ALICE Threshold of Financial Survival (as determined by United Way of Connecticut)

Reports must estimate how many additional children or families would qualify under the expanded ALICE threshold eligibility

Both departments must assess the feasibility of adopting the ALICE Threshold of Financial Survival as the standard for program eligibility determinations
