Expands Connecticut's school security infrastructure competitive grant program to include reimbursement for hardware associated with emergency response communications systems and personal emergency communication devices, effective July 1, 2025

Eligible applicants include towns, regional educational service centers, state charter schools, technical high schools, incorporated/endowed high schools, nonpublic schools, and licensed child care centers or private preschools that have received threats (family child care providers excluded)

Grant reimbursement rates range from 20% to 80% of eligible expenses based on town wealth ranking, with technical high schools receiving 100% and nonpublic schools/child care centers receiving 50% (capped at $50,000)

Ten percent of program funds are reserved for nonpublic schools and licensed child care centers/private preschools that have received threats

Eligible security improvements include surveillance cameras, penetration resistant vestibules, ballistic glass, solid core doors, electronic locks, entry buzzer systems, panic alarms, metal detectors, and staff training on security infrastructure
