Extends "portal-to-portal" workers' compensation coverage to state and municipal public works department employees, effective October 1, 2025

Coverage applies during commute from home to work and back under three circumstances: when subject to emergency calls while off duty, when responding to direct orders during emergencies when nonessential employees are excused, or after two or more consecutive mandatory overtime shifts

Adds public works employees to existing portal-to-portal protections already provided to police officers, firefighters, Department of Correction employees, and telecommunicators

Defines "public works department" as any state or municipal department responsible for construction, regulation, or maintenance of public works and improvements
