Secretary of the Office of Policy and Management must review purchase of service contracts with nonprofit human services providers by January 1, 2026, and every five years thereafter, to determine whether rates adequately compensate providers for expected service levels

After July 1, 2026, the secretary must examine contracts from at least two state agencies each year, with reports due to the General Assembly by February 1, 2027, and every five years thereafter

Secretary must conduct triennial reviews starting January 1, 2026, of all reports nonprofit human services providers must file with state agencies, analyzing burden, duplication, and utility of required reporting

Secretary has authority to eliminate or consolidate reporting requirements found to be unduly burdensome or duplicative, unless needed to prevent fraud, required by federal law, or mandated by state law

Private provider organizations must receive payment for services under purchase of service contracts within 45 days of receiving a properly completed claim or the services, whichever is later
