Prohibits Connecticut libraries from entering e-book and digital audiobook contracts that restrict lending, interlibrary loans, same-day purchase availability, preservation copies, or disclosure of contract terms to other libraries

Effective July 1, 2025, but substantive requirements only take effect 60 days after the Secretary of State determines other states with a combined population of at least 7 million have enacted similar laws

Requires the State Librarian to verify quarterly whether other states have passed similar legislation and notify libraries, schools, and municipalities within 30 days of the triggering determination

Permits publishers to include contract provisions limiting simultaneous borrower access and requiring technological protection measures to prevent unauthorized access beyond loan periods

Applies to public libraries, school libraries, academic libraries, research libraries, public archives receiving state or local funding, and the State Library
