Expands the existing "Fallen Officer Fund" to the "Fallen Hero Fund," extending eligibility from police officers only to all first responders, including emergency medical technicians, firefighters, and paramedics, effective July 1, 2025.

Provides a $100,000 lump sum death benefit to surviving families of first responders killed in the line of duty, with priority given to dependent children and spouses.

Requires nonstate public employers to continue health insurance coverage for survivors of first responders killed in the line of duty for one year, renewable annually for up to five years total.

Prohibits requiring premium contributions from survivors receiving health coverage and mandates that employers be fully reimbursed from the Fallen Hero Fund for coverage costs.

Requires the Comptroller to submit annual reports to the legislature detailing fund expenditures, current balance, and additional funding needs.
