Veterans are exempt from fares on state-owned or controlled bus public transportation, effective July 1, 2025, upon presenting a driver's license or identity card indicating veteran status

Commissioner of Transportation must establish by August 1, 2025 a program allowing public high school students (grades 9-12) to use state bus transportation at no cost or reduced cost

Local and regional boards of education may apply to participate and negotiate contracts with the Department of Transportation, with terms including compensation amounts and time-of-use limitations

Contracts require Office of Policy and Management approval, are limited to two years (first contracts limited to 12 months), and must ensure no increased expenditures to the department

Annual reporting on financial data and pass utilization required starting August 1, 2026 to the Secretary of the Office of Policy and Management
