Department of Education must develop by July 1, 2026 a methodology for calculating maximum tuition rates and fees that private special education providers may charge school districts, with an annual tuition rate schedule required starting July 1, 2027

Contracts between school districts and private special education providers entered into after July 1, 2027 must comply with the state-established tuition rate schedule

Local and regional boards of education must conduct comprehensive reviews of all special education spending every five years, beginning June 30, 2026, and submit reports to the Commissioner of Education

Establishes a competitive grant program starting fiscal year 2027 for school districts to support in-district or regionalized programming for students with disabilities, including enhancing existing programs or creating new ones for students currently in private placements

Grant approval criteria prioritize increasing student access to general education instruction and applications demonstrating collaboration between multiple school districts or with regional education service centers
