Housing authorities may adopt an "expanded area of operation" to include municipalities beyond their home municipality, allowing them to develop and manage housing in other towns without requiring consent from those municipalities' governing bodies

Two or more municipalities may jointly create a regional housing authority with jurisdiction over all participating municipalities, governed by a board of commissioners with two representatives from each municipality serving four-year terms

Housing authorities cannot establish or maintain a police force in expanded areas of operation, and their eminent domain power does not extend to properties located in expanded areas

Redefines key statutory terms including "area of operation," "municipal area of operation," and "expanded area of operation" to accommodate the new jurisdictional framework

All provisions take effect July 1, 2025, with amendments to multiple sections of Connecticut General Statutes governing housing authorities, tax exemptions, and housing assistance programs
