Sets social work staffing requirement at one full-time social worker per 60 residents and requires recreational staff levels higher than pre-January 2024 standards

Classifies substantial failure to meet staffing requirements as a class B violation, allowing the Commissioner of Public Health to take disciplinary action and issue citations

Requires staffing violation citations to be prominently posted in nursing home facilities and included in Department of Public Health listings
