Expands the Community Ombudsman Program's scope from "home care services" to "home and community-based long-term services and supports," broadening oversight to include all community-based programs administered by the Department of Social Services

Adds individual caregivers offering long-term services directly (whether formally or informally) to the definition of "home care provider," extending ombudsman jurisdiction beyond licensed agencies

Authorizes the State Ombudsman to assign regional community ombudsmen the duties of regional ombudsmen for the Office of the Long-Term Care Ombudsman as needed

Requires annual reporting to legislative committees on complaints filed regarding home and community-based long-term services, disposition of complaints, and service gaps

Effective date of July 1, 2025, amending Section 17a-886 of the general statutes
