Establishes a task force to study municipal penalties for landlords who commit health and safety violations and identify alternative mechanisms to resolve violations while ensuring habitable housing for tenants

Task force consists of 9 members: 8 appointed by legislative leaders (including one with landlord-tenant expertise and one with health/safety violations expertise) plus the Commissioner of Housing or designee

Initial appointments must be made within 30 days of passage, with the first meeting held within 60 days; legislative appointees may be General Assembly members

Task force must submit findings and recommendations to the Housing Committee by January 1, 2026, after which it terminates
